"The Three Musketeers" (1973) and "The Four Musketeers" (1974) kind of fits. Both films were originally shot as one movie but somewhere down the line in production they decided to split it into two movies. This ended in a lot of lawsuits from the actors and film crew as they were only paid for making one film. They did slap on a neatly wrapped ending on the first film so it probably doesn't qualify as a cliffhanger but much of the story is left open which continues directly into the next film.

Puppetmaster 4 & 5 were shot as an intended cliffhanger.
