I'd add
Midnight Cowboy, A Man for All Seasons, Hamlet, My Fair Lady, On the Waterfront, All Quiet on Western Front, Sunrise, One Flew Over the Cuckoo's Nest.

[Also in my top tier, but can be left outside because they have also lots of non-lovers: Birdman, The English Patient, Shakespeare in Love, The Silence of the Lambs]

What's wrong with Sunrise?

In fact, I figured out your problem. Yo are not watching enough movies! Applying the law that 90% of all movies done are crap, even those mediocre Hollywood productions should have been high on your tiers and eventually a few more of them should have made up into your top tier. That's the exact problem - or non-problem for you..

i have no best picture winner in my 10th tier, but seven palme winners:
apocalypse now
blow-up
the conversation
l'enfant
paris texas
the tree of life
wild at heart

surprisingly, there are no palme winners i haven't seen with a 10th tier PSI, but two best picture winners (sunrise, which i actually have seen many moons ago and remember loving, and how green was my valley)
