He probably just hasn't rated all of them. I've seen probably a thousand or so movies that I haven't rated because it was long before I was active in Criticker and I didn't feel that I could rate them accurately.

And for over half of those missing years, I've only not seen one.
Your rankings seem to disagree...
Yes, back that far I haven't rated a good number of the movies I've seen, because it was long ago when I viewed them, so my memory about them is fuzzy--and I'm not motivated to watch them again. Or, IOW, what Luna6ix said and I just read.

2004 - The Aviator, Finding Neverland, Million Dollar Baby, Ray, and Sideways
2007 - Atonement, Juno, Michael Clayton, No Country for Old Men, and There Will Be Blood
Missing one each for 1976, 1990, 2000, 2001, 2005, 2010, 2012, 2014, and 2015
And now I can add 2017 to the list. In order from most to least favorite for 2017: Get Out, Ladybird, Dunkirk, Call Me By Your Name, Phantom Thread, Shape of Water, Three Billboards Outside Ebbing Missouri, Darkest Hour, and The Post.

While I get close on a few years, I can only say I've maxed out the nominees in 1997, 1998, 2000, and 2003.
But I'm pretty darned close on 2017 - only missing Dunkirk and The Post.

Dunkirk is worth a watch, especially if you can still catch it in IMAX (but probably not?). I would skip The Post...

Re: For which years have you seen every Best Picture Nominee?
An instructive thread would be where we list all our tier 10 movies (which is what Hollywood should do instead of just a set number) with asterisks by those that were nominated, along with a list of those nominated that weren't in our tier 10. But it would be labor intensive for doing more than a few years since there's no awards/Oscar filter in the rankings. Like for this year alone (with only one overlap):
2017
Mine:
The Only Living Boy in New York
The Good Catholic
Wind River
Before I Fall
The Promise
Guardians of the Galaxy—Vol. 2
Baby Driver
Brad’s Status
Only the Brave
Last Flag Flying
Roman J. Israel, Esq.
Darkest Hour *
Molly’s Game
(Actually only two should rightfully be listed since they had the highest raw score--but that wouldn't do much for the glitz, glamor and competitive hype of the presentations with only 2 noms.)
Nominated, not in my tier 10:
Call Me by Your Name (didn't see it)
Darkest Hour
Dunkirk
Get Out (tier 2 !)
Lady Bird
Phantom Thread
The Post
The Shape of Water
Three Billboards Outside Ebbing, Missouri

Thanks - I'll absolutely see Dunkirk, and The Post once I can lock in a quiet Thursday night. I'm a late-career Spielberg apologist, apparently, so I'm sure it will be worth my time on some level.
My personal list of this year's nominees in order from best to worst are probably: The Shape of Water, Get Out, Lady Bird, Phantom Thread, Call Me By Your Name, Three Billboards, Darkest Hour.

From 2004 to 2017 I have seen the Best Picture nominees in every year except for two films - War Horse and Good Night and Good Luck.
Pre 2004 - all nominees seen from 1999, 1997 and 1994.
Pre 2004 - all nominees seen from 1999, 1997 and 1994.

This has been a mission of mine. All years except 1929 (the Patriot) which is a Lost movie.
I've actually seen all but 7 movies nominated for
Film
Actor
Supporting actor
Actress
Supporting actress
director
