Why? The pictures are so small that the difference in quality would be imperceptible, but the file sizes would still be multiples more than a jpg

You are wrong. Secondly, you are confusing acceptable file types for uploading with storage on the server, as there might be a conversion involved.
Thirdly, currently GIFs are allowed. As PNGs are superior to GIFs in almost every aspect, you argument makes no sense.
Conclusion:
There is no good reason to disallow PNG uploading. Especially if GIF uploading is allowed.
