A Vietnam veteran who becomes a local hero after saving a man from attackers on a city bus decides to take action when his best friend is murdered and the police show little interest in solving the crime.

Sean Penn wrote and directs this poignant drama inspired by Bruce Springsteen's song "Highway Patrolman." When small-town deputy sheriff Joe Roberts (David Morse) takes in his troubled Vietnam vet brother, Frank (Viggo Mortensen), things get very rocky.
