Marking the 75th anniversary of his birth, Shotaro Ishinomori's classic spy heroine manga "009-1" has been adapted into a live-action motion picture for the first time ever.

A gang of zombies by the name of NEVER come to Fuuto, carrying copies of Kamen Rider Double's Gaia Memories. It falls to Shotaro, Philip, and their hard-boiled detective agency to stop NEVER before they turn the entire town of Fuuto into zombies. This becomes complicated with the arrival of Maria S. Cranberry, an agent who may or may not have a connection to Philip.

This film consists of a trio of short films tying into Kamen Rider W and Kamen Rider OOO. "Skull: Message for W" chronicles a moment that changed the destiny of W's predecessor, Kamen Rider Skull. "OOO: Nobunaga's Desire" tells the story of Eiji Hino befriending a resurrected Oda Nobunaga. "Movie War Core" sees W and OOO team up to battle a monster born from the memories of all Kamen Riders.

While settling into married life with Akiko, Ryu is brought into a case involving a woman named Katsuragi Aoi, a member of a pickpocketing ring with most of her teammates murdered from unknown masked vigilantes that Ryu fought as Accel. As the details of the case begin to unravel, Ryu is framed and Akiko believes that he may not be faithful to her.
