Uuno Turhapuro's brother, Tarmo, returns to Finland from Sweden after ten years of foreign study. Uunon has become successful, in the meantime, and married a beautiful wife. Tarmo is not on good terms with the rich wife's mother.

A 1992 Finnish comedy film written and directed by Ere Kokkonen. It is the sixteenth film in the Uuno Turhapuro series. Its name translates to "Uuno Turhapuro - the Mister President [sic] of the Republic of Finland".

Uuno's father-in-law councillor Tuura moves to the country with his wife and daughter Elisabeth. Uuno joins them when it turns out Tuura's mansion is on the construction site of a new road. Tuura however is set on preventing this.

Uuno is called to serve the rest of his military service. His father-in-law, Director Tuura has been appointed as a defence minister but he hasn't got any interest to free Uuno from his service.
