With everyone busy or gone, Commander Volcott has no one to turn to when enemies attack their base. To fix this problem, the military orders that the Angels hire a new recruit. Only, the Angels are the final decision makers. They first reject all the recruits, but each find their own recruit. No one is in agreement about whom to hire and forms teams against one another.
