In Italy, a mad scientist invented the earthquake machine that creates massive earthquakes. He demands that the Italian government will pay him a ransom or the Tower of Pisa will crumble. This is where Lupin and his gang come to teach this guy a lesson in not destroying great landmarks. That and try to steal the ransom money from the government.
