Like most (all?) genre 70's tv movies, the first of these suffers from pacing that probably didn't feel slow at the time & some glaring contrivances (why did Shubert try putting the mind-control bracelet on Mark again when he knew it didn't work the first time?), but this is surprisingly better than average. Shubert is a great villain whose folksy warmth mostly hides the dictator underneath & the swimming efx (& race against dolphin) look much better than the small budget would predict.
