It is April, the start of a new school year. Daichi Shinagawa (Hiroki Narimiya), who has moved up to the 2nd grade A class at Monjiro High School, is rumored to be the strongest delinquent in the history of yankees and a legendary yankee named "Hurricane Ada. Although he attends school, he is a pariah at Monjiro High School, a progressive high school. Because of this, he finds no joy in school life and spends his days in solitude and depression.
One day, Daichi (Hiroki Narimiya) is invited by Hana (Riisa Naka) to go with her to the home of her classmate Seiya Chiba (Tomo Koyanagi), who sits next to Hana and has not been attending school. Hana says that she is concerned about Chiba, who has been sick for six months, and as a member of the class council, she cannot leave him alone.
In Class 2A, where Daichi (Hiroki Narimiya) and Hana (Riisa Naka) are studying, Chiba (Tomo Koyanagi), who had been truant from school, finally starts coming to school thanks to the efforts of the two students. Just then, however, Rinpu Himeji (Haruna Kawaguchi), a yankee girl who is not a student at Monjiro High School, suddenly bursts into the classroom of Class A.
At Monbaku High School, where Daichi (Hiroki Narimiya) attends, the student council election is finally underway. Hana (Riisa Naka), who is running for student council president, forcefully nominates Daichi as her nominee, and Daichi is forced by Hana to participate in her campaign. Hana's classmate Chiba (Yu Koyanagi) and Rinfu (Haruna Kawaguchi), who has transferred to Class A and adores Hana, voluntarily join Hana as her campaign workers, and Hana is fired up for the election.
The new student council of Monjiro High School was inaugurated with Hana (Riisa Naka) as student council president, Daichi (Hiroki Narimiya) and Izumi (Kanata Hongo) as vice presidents, Chiba (Yu Koyanagi) as treasurer, and Rinfu (Haruna Kawaguchi) as secretary. However, expectations from the students are low, and the approval rating has already dropped to 3%. Hana decides to make a VTR introducing Monjiro High School as the first work of the student council.
Daichi (Hiroki Narimiya) and Hana (Riisa Naka), whose grades are still poor, take a supplementary exam, where they meet Jun Miyagi (Anna Ishibashi) from Class B. Daichi (Hiroki Narimiya), Hana (Riisa Naka), and the other students in Class A of the 2nd grade are preparing for an upcoming achievement test at a class camp. Upon arriving at the hot spring resort where they are staying, Daichi and his classmates are immediately given a test, but Hana is the only one who scored less than 30 points, so she has to take a make-up class with her homeroom teacher Sakai (Minagawa Sarutoki).

As a child, Daichi (Hiroki Narimiya) admired his father Chuta's (Arata Furuta) work and wanted to become a doctor like his father. However, Daichi feels that his family does not expect much of him because he has an older sister who is an excellent medical student. He is unable to talk to those around him about his desire to go to medical school, so he hides behind a three-way meeting to discuss his career aspirations.

Perhaps the efforts of Hana (Riisa Naka) and her colleagues are beginning to bear fruit, as a survey conducted by Hana, Chiba (Tomo Koyanagi), and others on the student council support rate shows a significant increase from 3% at the time the student council was established, with about half of the respondents supporting the council. Hana is pleased with the results, but she also accuses Daichi (Hiroki Narimiya) of being the cause of those who do not support the student council.
Daichi (Hiroki Narimiya) gets into a fight with Nagasaki (Yuta Furukawa) and his gang to protect Hana (Riisa Naka) from them. Under the direction of his homeroom teacher Sakai (Minagawa Sarutoki), he is placed under house arrest. Hana asks Chiba (Yu Koyanagi), Rinpu (Haruna Kawaguchi), and their classmates to sign a petition to prevent Daichi from being expelled from school, but their response is cold and no one agrees to sign the petition.
