Apparently the movie actually had a midget with an eyepatch (now what can be better than that?) and so I found out the movie is called "Penelope".

Some time ago I saw this gif-animation where a man with an eyepatch goes to see another guy in the prison. He places his hand on the glass that is between them and urges the prisoner to put his hand against the glass, also. When the prisoner does so, the eyepatch-guy proceeds to give him the finger....
