Not sure if it's a film, but i think so. Made in the 00's (could be 1995-2000 too, but i don't think so) judging by the look of the technology the cops use to try and catch either a murderer that's traveling in time, possibly in possession of this technology also, and therefore able to change history if he's being caught, or cops just using this technology to catch a particularly difficult killer.

It's like watching what happened, or what's going to happen through a tv-like projection screen, but i think the thing was also, you have to take the TV screen to the place where you want to see in the past.

Exactly, or almost exactly the same way as they did on Fringe in that one episode where Dr. Bishop is watching his Walthernate self in through dimensions.
