The US seems to have it all wrong by putting emphasis on punishment rather than rehabilitation and placing the safety of prison staff way above that of inmates. But could the Norwegian model work in American penal institutions given America's long history of racial inequality and violence? Could white prison guards ever gain the trust of black and hispanic inmates? And could American inmates of all ethnic groups learn to live peacefully together in order to make these reforms possible?
