Pretty awful for a modern adult, but grading in context? It's a 1979 tv movie made for kids & for that it's pretty good & definitely an improvement over the first film. There's no CGI so we still get too many overly long scenic chase scenes & cheaply staged fight scenes, but it gets better as it goes. Christopher Lee's a huge step up for a villain, towns get sprayed w/ chemicals & there are 2 surprising scenes w/ the cycle - 1 involving a dam & another - laughable - where it transforms.

First off, I'm amazed that I am not the only person to have watched this. This is an utterly worthless piece of crap that turned Captain America into a bicycle helmet wearing, flimsy plastic shield wielding joke, the icing on the cake is the motorcycle he rides is really just a dirt bike with less CC's than a syringe. I'm not surprised by Lee's choice to be in this movie considering his history with Hammer, but why would a no name tarnish his reputation by being associated with this?

The first Captain America TV movie must've scored a few ratings points because he was back a few months later in this even weaker followup effort. You'll feel like you've aged a lifetime while watching this lethargic tale unfold. Only the good supporting cast is worth a note.
