Tracy is a funny guy, but I don't think he's a great stand up. His brand of comic insanity shines best when he's bursting through the confines of a more structured environment, like a sit-com or talk show interview. There's definitely some laughs here and there, but the best thing about this overall is just seeing that he's recovered enough to work again.
