He is appointed a special Agent by the Governor but unknonw to him the Governor's Secretary is a spy for Hatfield and reveals his plans.
New York city reporter Bill Terry and his photographer-assistant "Candid" Perry follow an eloping heiress to a small New York town where he hears the marriage license clerk, Jud Holcomb, give advice to the eloping couple, and he learns that no couple who has received a license from Jud has ever been divorced. Bill writes a story and Jud becomes a celebrity. Bill falls in love with Jud's daughter, Nancy, and local attorney Lloyd Wilson finds he has become a jilted suitor.
The Duchess, the aunt of Red Ryder, comes to town to protect her property. Crawford, a town big-shot behind an outlaw gang, tries to prevent her from reaching her destination, but the attack is thwarted by Red. The latter is made town marshal, and when he gets too close to the truth and is making it too hot for the Crawford faction, Crawford has his henchman Luke kidnap Red's Indian friend Little Beaver.
Bill Harmon receives a letter from his partner, Dave MacRoy informing him of a rich gold strike in their California mine. Arriving there, Bill learns from elderly miner John Benton that Dave is dead and that he sold the mine at a strangely low price the night before his supposed accidental death. Good-natured and respected physician Doc Ryan shows Bill a check made out to and endorsed by Dave as full payment for the mine. But Doc becomes alarmed at Bill's suspicions.
Rocky, Special Investigator for Wells Fargo, shows up just in time to save the stage from being robbed. Unable to find the mastermind, or even the outlaws who rob the stage, Rocky goes undercover as an outlaw. He goes to Cedarville after robbing the stage, with the help of the driver, and tries to find the big boss. What he does find is that the big boss has a permanent retirement plan as a payoff for the goods.

A dagger has been left in every robbery by Walter Durant, fugitive leader of the President Lincoln murder ring. Rocky is sent to Santa Fe to find Durant and arrest him and the gang of outlaws he controls. Rocky soon finds that the information for every robbery comes from Tom, who is the son of the sheriff. But Rocky has to arrest the whole gang, and he does not know who is part of the gang and where Durant may be hiding.
Marshal Rocky Lane is sent to help the Sheriff who is under attack from both the miners whose ore wagons are disappearing and the newspaper editor for not catching the outlaws. But the editor is actually the leader of the gang and with the election forthcoming, she has a plan to make the Sheriff look bad so her son will be elected Sheriff thereby making it easy for them to continue with their robberies.
In his final B western, Bob Steele is Sam Webb, an ex-outlaw gone straight. When the Cherokee Kid is broken out of jail Rocky questions Sam. Cherokee was in Sam's gang which has now been taken over by respected townsman Oakes. Just as Rocky convinces Sam to talk, Oakes has Sam shot. Oakes then plans to lure Rocky into a trap and also finish off Sam.
