Thirteen-year-old Danny Mitchell befriends Penny Waters, a little blind girl who is shy and lonely. Danny intercedes for Penny when she is about to be sent to the State Institution for the Blind and she is sent to a guide-dog school.
A young Czechoslovakian orphan, Loddy Bicek, befriended by an American army sergeant, is brought into the United States as a stowaway by the soldier. He is apprehended, but escapes and makes his way to the sergeant's home town. There, he is befriended by young Danny Mitchell and his dog, Rusty, a K-9 veteran of World War II. A third boy reports Loddy to the authorities, and when Loddy tries to run away, he falls into a deep ravine.
Danny Mitchell, feeling that he has been misunderstood (nothing new for this kid in this series) by his parents, takes his dog, Rusty, and leaves home, camping out near the trailer of veterinary Dr. Francis Xavier Ray. Gas escapes in the trailer during the night, and Rusty rescues the vet before he is overcome.
The fourth film in Columbia's "Rusty" series is a lecture against spreading gossip. A young army veteran comes to town, and Danny and his friends learn that he had spent time in a military stockade for an infraction of a regulation. Danny's friends spread the story all over town. The seriousness of the minor infraction grows with each telling. As a sidebar, Rusty finds a mate and becomes a father.
Hugh Mitchell is campaigning for Mayor of Lawtonville against the incumbent, Fulderwilder, but his having trouble with his son, Danny, who persists in telling lies. Trouble starts brewing when Danny, who is "assisting" the town's new doctor, Antonia Cordell, slips his father's campaign handbills into the envelopes containing the doctor's announcement cards. Mayor Fulderwilder accuses Mitchell of complicity in the affair.
Young Danny Mitchell and his pals are supposed to inherit a house from a local homeowner. But, when the man dies before completing his will, his adult nephew, Fred, gets the place. Soon, Fred is at odds with Danny and his friends. And when Fred is hostile to the boys, his gal, Lyddy Hazard , rethinks their relationship. Meanwhile, poor swimmer Fred takes an unintentional dunk in a local river, and it's up to Danny's dog, Rusty, to lend him a paw.
Danny is giving Rusty a new engraved collar for his birthday off of which they can hang his license. However, before Rusty's birthday, Rusty, through a series of misadventures, goes missing without any identification.
