Certainly passable for most Dragon Ball fans. The plot is a bit too shallow and jumbled. There are really visually impressive scenes dotted throughout, but the environment and Majin people are pretty uninspired design wise. The fight scenes are well animated, which is what I imagine all of the budget went into.

At the end of the day, this was just on par with GT.
