A very strange and unfocused film that never gets off the ground. It seems to be about the risk of losing freedom and about the tendency towards a kind of new world order (well they got that right), but the circumstances are never clarified and nothing really happens. Watkins' method just doesn't seem to work at all here.

If someone who has never seen a Watkins film asks you what he is all about, then show them this. It is by no means top-tier Watkins, but it is wholy representative of his content and form as a filmmaker. In terms of content; nuclear proliferation, mass audio visual media, surveillance, art as struggle, and in-group fighting relative to the State. In terms of form; use of multiple languages, layering of sound and image, direct addressing of the camera, and diegetic narrator/MC.
