For some reason, I just remembered this after having seen it 20 years ago. Pretty good for a low-budget TV movie to be that memorable.

Not half bad, not half bad at all. Feels somewhat like Native X-Files in certain places and a decent crime story in others. The two leads, Adam Beach and Wes Studi, are both competent and strong actors and really carry the movie. It's nothing that will blow your socks off but it's certainly a decent enough made-for-TV movie.
