Because "Kill Bill" doesn't take itself seriously as a political statement.

the whole penis thing isnt a static incident, it was take from the book, which is actually a pretty damn good book. now i can hardly call this movie brutal, i mean i've seen worse. i've been to jarsquatter.org and that's the ultimate test to how much balls you got.

well the one at the end of the movie was obviously just added for laughs but the book does talk about slicing an image of porn into a movie for children

Why is there a repeated subliminal image of some guy's penis throughout the film? What relevance does that have to anything?

I think the director was counting on people being uneasy of dicks/homosexuality to well...create that mood of uneasiness so you don't see the final twist coming.
