Kosaku wins a trip to Hawaii, while Yuji receives a briefcase full of cash when a gangster seemingly drops dead in front of him. The briefcase is stolen by a girl Yuji tries to woo, while the original owner returns from the dead to reclaim it with a yakuza boss, who he was suppose to give it to, breathing down his neck.

The main protagonists Yuji and Kosaku end up in a car crash with a woman, called Minako, who is shell shocked after stumbling into the aftermath of a gangster shoot-out and was given a stash of heroin by one of the blood-drenched participants. When the crime underworld comes for the stash however the quantity of drugs grows in size and the desire of the gangsters to acquire it grows as much.

Yuji and Kosaku become involved with a young man named Aoyagi who is trying to rally his neighbourhood into chasing all the yakuza elements out of town...the results of this however may lead to worse of scenarios taking place for the whole city.
