Not great, but its goofy fun and Matt Frewer plays a fun villain, although most of the other characters are pretty bad.

Is Frewer mimicking Jim Carrey or did he come up with his persona here? Either way his goofy, manic villain is the only good thing. The budget makes mutant powers look as lame as possible. (1 guy stretches - an arm & instead of a Danger Room they have indoor rock climbing.) But what really kills this is the script which never builds momentum. It jumps around & abandons the villain storyline for long stretches where it tries to develop the cliched teens in ways that would've felt cheesy on 9021
